I have a pretty new HP laptop with 8 gig of ram. I don't think it is the video card either. Most of the vba is routine, not complicated stuff either.
So I am at my wit's end. Did you try connecting to your machine with remote desktop or teamviewer, maybe this would help figuring out if it is the videocard acting wierd. Updating our video card drivers resolved this issue for us. However, we had a few older PCs where we could not find a Windows 7 driver, and those PCs with the generic video graphics adapter continue to have this problem. Actually, I think that is only the part of it. I actually believe it is the video card itself. I had another employee that was experiencing the same issues and I actually changed her whole PC out, including a separate 1GB video card and the problems have stopped.
I just have to deal with it now until I can upgrade my laptop then hopefully it won't be an issue any longer. There was a machine here that was flickering pretty bad once an excel doc was loaded, so after doing some research I found found a technet page that suggested killing add-ins and changing the view and default printer. I noticed changing the default printer did in fact fix the flickering in page view and when I reverted back it would flicker again.
So I uninstalled all the printer drivers, removed the printer, reinstalled drivers and added the printer back and suddenly excel is flicker free! Ok, I burned up a morning trying other options to fix this and when I saw the default printer suggestion by AK I mentally scoffed and said why would that work?
